    Project Title:

    Combined Grant to Support HIV/AIDS, Tuberculosis (TB), Malaria, and Health Systems in Afghanistan


    Project Overview:

    This multi-disease project supports the detection, treatment, and prevention of HIV/AIDS, TB, and Malaria, alongside strengthening overall health systems in selected provinces of Afghanistan. The initiative aims to enhance access to diagnostic and treatment services, improve monitoring and evaluation mechanisms, and strengthen coordination with health authorities.


    Objectives:

    • Tuberculosis: Detect and treat TB cases in Herat, Paktia, Nooristan, and Khost provinces.

    • Malaria: Identify and treat malaria cases at both the facility and community levels in the same provinces.

    • HIV/AIDS: Detect and treat HIV cases in Herat and Khost provinces, including opioid substitution therapy for individuals with substance use disorders.


    Target Audience:

    Men, women, and children in the targeted provinces, particularly those at risk of TB, malaria, and HIV.


    Key Activities Performed:

    Review and Planning Meetings:

    • 16 Quarterly Review Meetings held for medical and laboratory staff.

    • 6 Public-Private Mix (PPM) review meetings conducted in two provinces.

    • Annual Review Workshops held for TB and malaria programs.

    Support and Advocacy:

    • Conducted quarterly review meetings for provincial focal persons.

    • Supported HIV program events, advocacy initiatives, and capacity building activities.

    • Provided logistical support to various public health departments.

    Infrastructure and Training:

    • Repaired vehicles used by key public health programs.

    • Delivered training courses in partnership with the national reference laboratory.

    Financial Support:

    • Covered travel and daily subsistence allowances for health ministry staff conducting supervisory visits.


    Monitoring and Evaluation:

    Supervision:

    • 5 main office monitoring visits to provinces.

    • 26 field and 11 urban supervision visits by provincial focal points.

    • Joint supervision conducted by project and provincial teams, offering real-time feedback and on-the-job training.

    Data Management:

    • Data collected by field teams, submitted centrally for analysis, and shared with national stakeholders.

    • Data cross-verified with provincial health records to ensure accuracy.

    M&E Coordination:

    • Quarterly meetings in Kabul involving all sub-recipients and main monitoring staff.

    • Open discussions on data quality, reporting tools, supervision findings, and follow-up actions.

    • Meeting minutes and action points distributed and implemented at the field level.

    Impact:

    • Improved data quality and monitoring effectiveness.

    • Enhanced staff capacity and project coordination.


    Partnerships and Coordination:

    Provincial and National Coordination:

    • Regular participation in provincial health coordination meetings.

    • Main office staff attended national-level coordination and taskforce meetings.

    Collaboration with Stakeholders:

    • Coordinated activities and review meetings with other sub-recipients and stakeholders in the health sector.

    • Supported provincial health teams with technical guidance and financial resources for performance review and capacity building.
